How Furano-machi (town) became a city

Furano-machi (town) and Higashi-yama-mura (village) were united in 1956 when Japan was promoting a new law which put an emphasis on the unity of cities, towns and villages. The reasoning behind this law was to create a strong administrative power for the local autonomy by creating a new city. The law required a minimum population of 30 thousand citizens before it could be classified as a city. However, the total combined population of Furano-machi and Higashi-yama-mura's citizens was only 28 thousand. They appealed to the neighboring village, Yamabe-mura, to join them, but the village did not join them. The issue was finally resolved after 10 years of talks and negotiations, and Furano was formed as the 29th new city within Hokkaido on May 1, 1966.
